From their own site...
======================================================
Spicypage is the social online community where anyone shares, talks about what websites or blogs they discover on the net. It is a friendly community that allows everyone to find easier ways to spread the notable sites or blogs when stumbled upon them.
SpicyPage lets you post, comment on, vote on, share your favorites sites or blogs with your friends and others like you. SpicyPage is a new way of web-ranking solution to determine the best sites or blogs, 100% powered by its members. Discover and bookmark the new and the best sites/blogs out there and connect with people of the same interest as you.

So far I've gotten random success with it, in that listing my sites with them has exposed my sites to new folks and gotten me to find other interesting blogs.
I do like SP as far as some of the widgets they offer, which you can put up. One of them is a recent visitors box displaying other SP members who have read your blog (or at least clicked on it), and another one lets people vote for your blog (thumbs down or up).
My only complaints with this site so far are...
1) There doesn't seem to be a way that users could log in to post info, discussion, etc., other than posting your feedback as comments in their blog.
2) I don't like having to click 4 (or more) times on a profile of someone, just to get to their blog. I would like to be able to have all the stats about that person be accessible in the same view if possible. So far it's not easy to just get to someone's blog without having to navigate through a few other things. Seeing as the site uses AJAX with DHTML (dynamic HTML) scripting, I would think it wouldn't be too hard to pull this off.
2) Though I do like their flag image feature (showing what country a member is from in their profile), I think it would be nice if members could restrict contact/friend request only to users who speak their language and/or are in their same country. I have had numerous requests or messages from members who do cannot communicate with me and vice-versa, or are sploggers (spam bloggers) and quite frankly I cannot relate to either!

You might look into Blog Flux too. They've been around a bit, are stable, and have a well known positive reputation as an excellent community for bloggers .... with lots of useful tools and resources too.
God Bless,
