Depending on their technical abilities, the easiest way to update images would be to simply replace the files with identical named images, either via FTP or Windows' "Send To ..." option (if the proper components are installed on their system, or a Mac or Linux equivalent). I've done this to allow clients to update a simple .TXT file, placing an icon on their desktop to edit then use the context menu to send it to the server. No FTP, no hassles!

If you think that the link items will change (add/delete items), then I suggest server-side includes. That way, the navigation or link areas on each page can be updated by simply updating a single file on the server (make sure SSI is enabled on the server if using a shared hosting service).

If you're using Dreamweaver, you can suggest the client purchase Contribute (around $100, I think), and create templates with editable content. Using Contribute, the client can make modifications to the editable areas, but not mess up the page layout. I'm a GoLive user myself, so I'm simply repeating what Dreamweaver users have stated previously :)

If the client is somewhat tech-savvy (capable of using a word processor and simple FTP functions), then set the client up with Mozilla for the "Mozilla Composer" ... it is an open-source, WYSIWYG HTML editor ... to allow them to make changes as required to their site.

Lastly, you can use CGI or PHP to build a content management system to suit the client. There are lots of free or low-cost scripts to give you a head start.
